JOB PURPOSE 

Provide environmental expertise, regulatory oversight, and technical support for GBIA's airfield operations to ensure regulatory compliance, effective pollution control, and sustainable airfield management. 

 

KEY ACCOUNTABILITIES 

A. Environmental Compliance, Monitoring & Regulatory Governance 

  • Serve as the airport's functional specialist for environmental management across airfield infrastructure, maintenance activities, and operational areas. Develop and implement environmental management procedures, operational standards, and monitoring programs compliant with Vietnamese environmental legislation, airport policies, and Aerodrome Certification requirements. 
  • Monitor compliance with the airport's Environmental Permit under the Law on Environmental Protection 2020 and its implementing decrees across all airfield maintenance activities. Organize and coordinate periodic environmental monitoring programs for wastewater, air emissions, noise, stormwater quality, and other statutory parameters. 
  • Prepare and submit statutory environmental returns, monitoring records, and the annual Environmental Protection Report to regulatory authorities. 
  • Coordinate environmental inspections, audits, and compliance reviews to identify risks, non-conformances, and continuous improvement opportunities. 
  • Support environmental aspects of Operational Readiness and Airport Transfer (ORAT), aerodrome certification, infrastructure handovers, and regulatory inspections. 

B. Environmental Operations, Risk Management & Infrastructure Support 

  • Develop and oversee environmental protection programs, pollution prevention, stormwater management, drainage infrastructure, and erosion control across the airfield. Coordinate responses to spills, contamination events, pollution incidents, and environmental emergencies impacting airport operations. 
  • Monitor performance and operational condition of drainage systems, retention ponds, and stormwater infrastructure to ensure permit compliance. Manage hazardous waste (waste oils, lubricants, batteries, lamps) generated from maintenance activities, ensuring compliant storage, transport, and disposal. 
  • Assess environmental impacts from maintenance, contractor works, and infrastructure projects, recommending appropriate mitigation measures. Provide specialist advice on operational activities that may impact environmental compliance, infrastructure resilience, or operational continuity. 
  • Support environmental controls for habitat and vegetation management in coordination with Wildlife Hazard Management, maintaining clear role boundaries. 
  • Advise Airfield Operations on contamination events or environmental conditions that may require operational restrictions or NOTAM issuance. 

C. Stakeholder Coordination, Environmental Assurance & Continuous Improvement 

  • Act as primary liaison with the Bac Ninh Provincial Environmental Authority (DONRE) and relevant regulators regarding permitting, compliance, and statutory reporting. 
  • Coordinate environmental initiatives with AOCC, Airfield Operations, Safety, Security & Compliance, Maintenance teams, and specialist contractors. Manage performance of environmental monitoring organizations, waste disposal contractors, consultants, and service providers to ensure contractual and regulatory compliance. 
  • Develop and deliver environmental awareness programs, technical guidance, and training materials for operational and maintenance teams. Analyze monitoring data and regulatory audit findings to identify trends and recommend initiatives that enhance environmental performance and sustainability. 
  • Provide technical support for infrastructure development, capital projects (Capex), and asset renewal programs to integrate environmental considerations throughout delivery. 
  • Promote a strong culture of environmental stewardship, regulatory compliance, sustainability, and continuous improvement across the airport. 

 

JOB REQUIREMENTS 

A. Qualifications 

Bachelor’s Degree in Environmental Engineering, Environmental Science, Environmental Management, Sustainability, Civil Engineering, or a related discipline. 

B. Work Experience 

  • Minimum 5–8 years’ experience in environmental management, environmental compliance, or environmental regulation within airports, infrastructure, transportation, or other heavily regulated industries. 
  • Demonstrated experience managing environmental monitoring programs, environmental permitting, pollution prevention, and environmental compliance systems. 
  • Deep knowledge of the Law on Environmental Protection 2020, its implementing decrees, and applicable Vietnamese environmental regulations governing major infrastructure and airport operations. Proven track record in administering environmental permits, coordinating monitoring programs (wastewater, emissions, noise), and preparing statutory environmental returns and annual compliance reports. 
  • Hands-on experience in hazardous waste management, pollution prevention controls, and monitoring contractor environmental compliance. Strong capability in coordinating environmental contractors, specialist monitoring organizations, and regulatory authorities (such as DONRE). 
  • Experience supporting aerodrome certification, Operational Readiness and Airport Transfer (ORAT), and infrastructure projects within complex operational environments. 

C. Certifications & Licenses 

Required / Core Certifications: 

  • Airside Credentials: Airside Driving Permit (ADP) and Airside Radio Communications certification (or approved Airside Radio Protocols training). 
  • Safety & Systems: Airside Safety Training and Safety Management System (SMS) training. 
  • Technical Environmental: Environmental Management certification, ISO 14001 Environmental Management Systems training, Hazardous Waste Management certification, and Spill Response & Pollution Incident Management training. 

Desirable: 

  • Environmental Monitoring or Environmental Auditing training. 
  • Environmental Impact Assessment (EIA) training.
