JOB PURPOSE
Lead terminal maintenance operations, Hard FM contractors, and specialized airport systems across GBIA to ensure safe, reliable, compliant, and efficient infrastructure supporting passenger processing and service excellence.
KEY ACCOUNTABILITIES
A. Terminal Maintenance Governance, Asset Performance & Service Assurance
- Lead governance, performance, and operational oversight of all terminal infrastructure assets and specialist systems (BHS, PBB, lifts, escalators, BMS) to ensure maximum reliability, safety, and availability.
- Manage outsourced Hard FM contracts and specialist service providers, establishing robust SLAs, reliability targets, and contractor performance frameworks.
- Monitor asset condition, infrastructure performance, and reliability trends to implement corrective actions and support long-term asset renewal planning with the Asset Management team.
- Support operational readiness (ORAT), commissioning, testing, and handover/acceptance activities for all new terminal infrastructure and assets.
B. Maintenance Compliance, Statutory Assurance & Contractor Management
- Ensure maintenance activities are planned and delivered according to statutory obligations, risk-based principles, and Decree 06/2021/ND-CP construction maintenance standards.
- Enforce compliance with the Law on Fire Prevention, Fighting and Rescue No. 55/2024/QH15, leading coordination for statutory inspections, approvals, and corrective actions with Fire Police and authorities.
- Manage statutory inspection, testing, certification, and recertification programs for regulated equipment, including lifts, escalators, PBBs, and fire protection systems.
- Govern the Terminal Infrastructure Permit-to-Work (PTW) system while auditing contractor compliance, workforce competency, and regulatory alignment.
- Facilitate regulatory audits and inspections, ensuring audit findings are addressed and resolved while promoting continuous improvement in asset performance.
C. Operational Support, Stakeholder Management & Continuous Improvement
- Act as the senior escalation point for critical terminal infrastructure failures, technical risks, and service disruptions, leading response and recovery efforts.
- Coordinate closely with operational stakeholders (AOCC, Passenger Services, Airfield Operations, Ground Handling) and support Airport Emergency Plan (AEP) activations and business continuity plans.
- Support ORAT defect rectification management, future airport expansion initiatives, and compliance with the Airport Wildlife Hazard Management Program for external terminal areas.
- Lead and develop the Terminal Maintenance department, building organizational capability, managing succession planning, and driving a culture of safety, accountability, and continuous improvement.
JOB REQUIREMENTS
A. Qualifications
Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Facilities Management, or a related discipline.
B. Work Experience
- Minimum 10 years’ experience in facilities management, technical maintenance, infrastructure management, or engineering management within a complex operational environment.
- Minimum 5 years of leadership experience managing maintenance contracts, facilities management operations, or technical service providers.
- Demonstrated experience managing critical infrastructure, building systems, and specialist technical assets within airports, transportation hubs, large commercial developments, or other complex facilities.
- Proven track record in managing outsourced facilities management contracts, third-party service providers, and performance-based maintenance arrangements.
- Experience overseeing specialist airport systems, including Baggage Handling Systems (BHS), Passenger Boarding Bridges (PBB), vertical transportation systems, or similar critical infrastructure.
- Experience supporting Operational Readiness (ORAT), commissioning, infrastructure handover, or major facility mobilization programs is highly desirable.
C. Certifications & Licenses
Required (following appointment): Safety Management System (SMS) Training and Permit-to-Work (PTW) Administrator Training.
Desirable:
- Professional Engineering qualification / certification.
- Professional qualification in Facilities Management or Asset Management.
- Airside Driving Permit (ADP) where operational duties require airside access.
