JOB PURPOSE
Lead GBIA’s Aircraft Rescue and Firefighting (ARFF) capability to ensure effective emergency response, strengthen operational safety and maintain uninterrupted airport operations
KEY ACCOUNTABILITIES
- ARFF Capability & Operational readiness
- Lead the development and continual enhancement of GBIA's Aircraft Rescue and Firefighting capability to support safe and compliant airport operations.
- Establish and maintain operational readiness standards for personnel, facilities, vehicles, equipment and emergency response resources.
- Oversee operational assurance, inspections, testing and readiness programmes to sustain emergency response effectiveness.
- Support airport mobilisation, ORAT activities and operational trials to ensure emergency response capability is fully established prior to airport opening.
- Emergency Planning & Operational Coordination
- Lead the development, implementation and review of emergency plans, response procedures and emergency preparedness arrangements.
- Coordinate emergency preparedness activities with airport stakeholders, regulators and external emergency response organisations.
- Direct the planning, delivery and evaluation of emergency exercises to validate emergency response capability and operational readiness.
- Support effective incident management, recovery activities and business continuity arrangements during operational disruptions and emergency events.
- Monitor emergency response performance and implement corrective actions to enhance operational resilience.
- Regulatory Compliance, Safety & Assurance
- Ensure compliance with aviation regulations, airport certification requirements, fire safety legislation and applicable operational standards.
- Provide specialist advice on emergency preparedness, ARFF capability, fire safety risk management and operational resilience.
- Lead operational reviews, investigations and emergency debriefs to identify lessons learned and drive continual improvement.
- Promote a proactive safety culture through the effective implementation of the Airport Safety Management System (SMS).
- Leadership, Workforce & Resource Management
- Lead and develop the Firefighting & Rescue function to maintain a competent, capable and future-ready workforce.
- Establish competency management frameworks, training programmes and professional development pathways that support operational excellence.
- Manage workforce planning, resource allocation, succession planning and departmental budgets to ensure sustainable operational capability.
- Oversee supplier and maintenance performance for critical emergency response assets to maintain operational readiness.
- Strategic Development & Continuous Improvement
- Drive innovation, operational learning and adoption of industry best practices to enhance emergency preparedness and emergency response capability.
- Support the long-term evolution of the Firefighting & Rescue function in line with airport growth, operational expansion and strategic objectives.
- Champion continuous improvement initiatives that strengthen operational resilience, service quality and organisational performance.
JOB REQUIREMENTS
- Qualifications
- Bachelor's Degree in Fire Engineering, Fire Safety Engineering, Emergency Management, Disaster Management, Aviation Management or a related discipline.
- Postgraduate qualifications or advanced studies in emergency management, safety management or organisational leadership are preferred.
- Strong academic foundation in Aircraft Rescue and Firefighting (ARFF), airport emergency response and ICAO standards.
- Work Experience
- Minimum 10 years of experience in firefighting, emergency response or other safety-critical environments, including at least 5 years of experience in Aircraft Rescue and Firefighting (ARFF), airport firefighting or airport emergency operations.
- Minimum 5 years of leadership experience managing firefighting, rescue or emergency response teams.
- Demonstrated experience developing and implementing Airport Emergency Plans (AEP), leading emergency exercises and coordinating multi-agency emergency response arrangements.
- Experience supporting airport certification, Operational Readiness and Airport Transfer (ORAT), airport mobilisation or airport start-up programmes is preferred.
- Strong knowledge of ICAO Annex 14, ICAO Airport Services Manual Part 1 (Rescue and Fire Fighting), Vietnamese aviation regulations and emergency leadership within a safety-critical environment.
- Certifications & Licenses
- Professional Aircraft Rescue and Firefighting (ARFF) qualification.
- Incident Command System (ICS) or equivalent incident command qualification is preferred.
- Safety Management System (SMS) training certification.
- Emergency Medical Response, First Aid or Crisis Management training is advantageous.
- Airside Driving Permit (ADP) and completion of CAAV-approved ARFF operational training, where applicable.
