JOB PURPOSE
Lead and oversee all airport operations to ensure safe, efficient and resilient aircraft, passenger and baggage movements while maintaining compliance with aviation regulations, operational excellence and international standards.
KEY ACCOUNTABILITIES
A. Strategy, Governance & Operational Oversight
- Develop and execute the airport operations strategy to deliver safe, secure, efficient and resilient aircraft, passenger and baggage flows in compliance with aviation safety and regulatory standards.
- Establish and enforce operational governance frameworks, performance standards and service KPIs across the Airport Operations Control Centre (AOCC), Airside Operations, Passenger Terminal Operations, Airport Safety & Emergency Management (ASEM) and Ground Handling to maintain consistent operational discipline.
- Drive cross-functional coordination with Safety, Security, Engineering, Commercial and corporate functions to align operational priorities, workforce planning and contingency preparedness.
- Oversee operational resilience planning, performance monitoring and executive reporting to manage operational risks, support business continuity and enable timely operational decision-making.
B. Operations, Incident Response & Real-Time Control
- Lead the Airport Operations Control Centre (AOCC) as the central platform for real-time operational coordination and decision-making.
- Direct airside, passenger terminal and ground handling operations to ensure safe aircraft movements, efficient aircraft turnaround, optimized passenger flow and compliance with operational safety standards.
- Monitor operational dashboards and KPIs, initiate corrective actions and reallocate operational resources during normal and irregular operations to maintain operational continuity.
- Lead airport operations during major incidents and disruptions by coordinating multi-agency emergency response, stakeholder communication, operational recovery and post-incident review.
C. People Management & Organization Development
- Lead and provide directions to AOCC, Airside Operations, Passenger Terminal Operations, Airport Safety & Emergency Management (ASEM) and Ground Handling teams to ensure aligned operational delivery and clear accountability.
- Allocate workforce resources, approve rostering strategies and ensure sufficient staffing for operational demand, peak traffic periods and contingency situations while safeguarding employee wellbeing.
- Oversee competency frameworks, training programmers, professional certifications and succession planning to maintain operational capability and leadership readiness.
- Promote a safety-first, customer-centric culture through operational discipline, cross-functional collaboration and continuous operational improvement.
- Represent Airport Operations in engagements with executive leadership, CAAV, aviation regulators, air navigation service providers, airlines, border control agencies, emergency services and other airport operational partners.
JOB REQUIREMENTS
A. Qualifications
Bachelor’s degree in engineering, Transport, Logistics, Business Administration, Public Administration or a related discipline.
B. Work Experience
- Minimum 15 years of progressive leadership experience in airport operations, aviation operations, transport infrastructure or other complex 24/7 operational environments.
- Proven experience leading integrated operational functions across AOCC, Airside Operations, Passenger Terminal Operations, emergency response or comparable operational domains.
- Demonstrated experience in operational command, disruption management, emergency response leadership and business continuity planning.
- Experience engaging with regulators, government agencies, airlines, service providers and operational stakeholders.
- Experience in airport start-up, Operational Readiness (ORAT), service improvement, operational transformation or capacity expansion is an advantage.
C. Certifications & Licenses
- Relevant certifications in Airport Operations, Safety Management, Emergency Management or Incident Command are preferred.
- Strong familiarity with ICAO Standards and Recommended Practices (SARPs) applicable to airport operations.
