JOB PURPOSE
Expert, Health Safety & Environment (HSE) supports workplace health, safety and environmental programmes across airport operations and infrastructure activities. The role oversees compliance, risk management, contractor safety, incident investigations and assurance activities, promoting safe and sustainable operations.
KEY ACCOUNTABILITIES
A. Workplace Health, Safety & Environmental Management
- HSE Governance & Regulatory Compliance: Support the development and continuous improvement of HSE management systems, policies, and the OSH Council while ensuring compliance with Vietnamese OSH legislation (Law on OSH 2015, Decree 39/2016/ND-CP, Decree 44/2016/ND-CP), statutory reporting, and regulatory liaison.
- Risk Assessment, MOC & Assurance: Conduct HSE risk assessments across airport operations, infrastructure projects, and contractor activities; maintain risk registers and environmental records; and provide independent HSE assurance during Management of Change (MOC) processes.
- Training & Performance Monitoring: Coordinate and monitor statutory OSH training programs across the airport, tracking HSE performance, objectives, and KPIs through established reporting frameworks.
- Safety Culture & Continuous Improvement: Promote safe working practices, environmental awareness, and continuous HSE improvement initiatives across all airport operational areas.
B. HSE Assurance, Contractor Oversight & Incident Investigation
- Inspections & Infrastructure Assurance: Conduct HSE inspections, audits, and assurance activities across operational environments, airside construction, infrastructure projects, and contractor mobilization activities.
- Contractor Management & Risk Control: Review risk assessments and method statements for high-risk activities, monitor compliance with the Permit-to-Work (PTW) system, and exercise delegated stop-work authority when immediate hazards arise.
- Incident Investigation & Corrective Action: Lead or support statutory investigations into workplace accidents and contractor incidents, identifying root causes (RCA) and monitoring the execution of corrective action plans.
C. Regulatory Compliance, Environmental Management & Operational Readiness
- Regulatory Compliance & Stakeholder Engagement: Ensure full compliance with occupational safety, environmental, and aviation regulatory requirements, environmental permits, and airport certifications while acting as the main liaison with regulatory authorities, contractors, and stakeholders.
- Environmental Management & Monitoring: Oversee workplace environmental monitoring programs, waste management, hazardous materials, spill response, and emissions control, driving corrective action implementation.
- Projects, ORAT & Emergency Preparedness: Support Environmental Impact Assessments (EIA), operational risk assessments, ORAT readiness reviews, and emergency preparedness/contingency drills for airport development and mobilization.
- HSE Reporting & Governance Analytics: Prepare HSE reports, dashboards, trend analyses, and management information for internal governance forums and decision-makers.
JOB REQUIREMENTS
A. Qualification
Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, Risk Management or a related discipline.
B. Work Experience
- Minimum 5 years of HSE assurance experience in high-risk operational environments; background in airport operations, aviation, infrastructure, construction, or logistics is desirable.
- Operational HSE & Contractor Control: Hands-on experience conducting safety inspections, audits, risk assessments, incident investigations, contractor safety management, and Permit-to-Work (PTW) systems.
- Regulatory Compliance & Principles: Strong understanding of core HSE principles and Vietnamese OSH legislation, specifically the Law on OSH 2015, Decree 39/2016/ND-CP, and Decree 44/2016/ND-CP.
- ORAT & Mobilization (Advantageous): Demonstrated experience supporting Operational Readiness and Airport Transfer (ORAT), airport mobilization, or large-scale infrastructure projects is advantageous.
C. Certification & Licenses
- NEBOSH, IOSH, CSP or equivalent occupational safety qualification preferred.
- ISO 45001 and/or ISO 14001 Internal Auditor or Lead Auditor certification desirable.
- Vietnamese Occupational Safety & Hygiene training or recognised equivalent (desirable)
- Incident Investigation training (ICAM, TapRooT, RCA or equivalent) preferred.
- Environmental Management certification desirable
