JOB PURPOSE
Advance airfield safety, operational standards and compliance across GBIA to maintain a safe operating environment, meet regulatory requirements and strengthen sustainable operational capability.
KEY ACCOUNTABILITIES
- Airfield safety standards & Inspection management
- Develop, implement and continuously improve airfield operational standards, inspection programmes and procedures to ensure safe and compliant airport operations.
- Conduct runway condition assessments in accordance with the ICAO Global Reporting Format (GRF), including RWYCC assessments and Runway Condition Reports (RCR).
- Manage inspection programmes covering runways, taxiways, aprons, airfield lighting, signage and other critical operational infrastructure.
- Develop, implement and review airport programmes relating to FOD management, apron safety and airfield operational standards to minimise operational risks.
- Maintain inspection records, operational documentation and technical data supporting operational oversight and aerodrome certification.
- Aerodrome certification & Regulatory compliance
- Support the development and maintenance of the Aerodrome Manual, aerodrome certification documentation and regulatory compliance records.
- Assess operational impacts associated with construction works, maintenance activities, infrastructure changes and proposed operational modifications.
- Coordinate airside works through the Airside Works Permit process, ensuring appropriate operational risk controls are implemented.
- Manage electronic Terrain and Obstacle Data (eTOD), Obstacle Limitation Surfaces (OLS) and aeronautical data supporting regulatory compliance.
- Support regulatory inspections, audits and aerodrome certification activities while monitoring the implementation of corrective actions.
- Operational safety risk management & Coordination
- Conduct operational safety assessments for infrastructure, procedural and operational changes before implementation.
- Analyse safety trends and review the effectiveness of runway safety, apron safety and FOD management programmes to drive continuous improvement.
- Support occurrence investigations by providing operational expertise, inspection findings and technical analysis.
- Aviation Safety & Compliance on airfield operational matters.
- Support ORAT programmes, operational trials and airport mobilisation activities to ensure safe commencement of airport operations.
- Technical advisory & Continuous improvement
- Provide specialist advice on airfield operational standards, aerodrome certification and ICAO compliance requirements.
- Monitor changes to ICAO standards, Vietnamese aviation regulations and international best practices to ensure continuous compliance.
- Deliver technical training, operational guidance and competency development for Airfield Operations personnel.
- Promote innovation and continuous improvement initiatives to enhance operational safety, regulatory compliance and airfield performance.
JOB REQUIREMENTS
- Qualifications
- Bachelor's Degree in Aviation Management, Airport Operations, Aviation Safety, Engineering or a related discipline.
- Postgraduate qualifications or advanced studies in aviation operations or aviation safety are preferred.
- Strong academic foundation in aerodrome operations and international aviation standards.
- Work Experience
- Minimum 8 years of experience in airport operations, airfield operations or aviation safety, including at least 5 years of continuous experience at an international airport.
- Demonstrated experience in airfield inspections, runway condition assessments, operational monitoring and airfield safety management.
- Experience supporting aerodrome certification, regulatory inspections and Operational Readiness and Airport Transfer (ORAT) programmes.
- Strong knowledge of ICAO Annex 14, ICAO Global Reporting Format (GRF), aerodrome certification requirements and international airport operational standards.
- Certifications & Licenses
- Safety Management System (SMS) training certification.
- Aerodrome Operations or Airfield Operations certification is preferred.
- ICAO Global Reporting Format (GRF) Runway Condition Assessor certification.
- Aerodrome Safeguarding, Obstacle Limitation Surface (OLS) or Airside Safety training is preferred.
- Airside Driving Permit (ADP); aviation occurrence investigation or operational risk management training is advantageous.
