JOB PURPOSE
Provide technical leadership, governance, and maintenance management for GBIA's AGL, ILS, ALCMS, and electrical infrastructure to ensure safe, reliable, CAT II/III capable, and compliant airfield operations.
KEY ACCOUNTABILITIES
A. Technical Governance, System Assurance & Asset Strategy
- Serve as the airport's principal technical authority for Airfield Ground Lighting (AGL), Instrument Landing System (ILS), ALCMS, and associated airfield electrical infrastructure.
- Develop and refine engineering standards, maintenance procedures, and inspection programs in strict compliance with ICAO SARPs (Annex 14, Doc 9157, Doc 8071), Vietnamese aviation regulations, and Aerodrome Certification standards.
- Establish preventive, predictive, and corrective maintenance strategies alongside robust technical assurance processes to ensure continuous CAT II/III operational serviceability.
- Formulate technical specifications and engineering requirements for asset renewals, system upgrades, CCRs, ALCMS, and secondary/standby power systems.
- Support long-term lifecycle renewal (Capex) in collaboration with Asset Management, while providing technical leadership for ORAT, infrastructure handover, and aerodrome certification.
B. System Performance, Operational Support & Technical Investigation
- Monitor system reliability and lead root-cause technical investigations into complex equipment failures, recurring defects, and performance issues to implement sustainable engineering solutions.
- Oversee photometric testing programs, electrical performance verification, and maintenance for CCRs, UPS units, standby generators, and automatic changeover arrangements.
- Coordinate technical readiness, fault rectification, and operational support for scheduled and unscheduled ATTECH flight inspection and calibration activities per ICAO Doc 8071.
- Provide specialist technical support during Low Visibility Procedures (LVP), assess operational impacts for NOTAM issuance, and maintain active interfaces with AOCC, Airfield Operations, ADMs, and Safety & Compliance.
- Analyze maintenance history, equipment performance trends, and asset condition data to drive evidence-based maintenance planning and reliability improvements.
C. Regulatory Compliance, Technical Capability & Continuous Improvement
- Ensure full regulatory compliance of all visual and non-visual navigation aids, directly leading technical support during regulatory audits and inspections by Cục Hàng không Việt Nam.
- Review and assure the technical performance of specialist maintenance contractors, flight calibration providers, and equipment manufacturers (OEMs).
- Develop competency frameworks, maintenance procedures, and training programs to mentor, coach, and build core technical capabilities within the Airfield Maintenance team.
- Drive digital maintenance adoption by optimizing ALCMS functionality, predictive maintenance tools, condition monitoring technologies, and asset management systems.
- Evaluate emerging technologies and industry best practices to cultivate a strong culture of engineering excellence, safety, and continuous operational resilience.
JOB REQUIREMENTS
A. Qualifications
Bachelor’s Degree in Electrical Engineering, Electronic Engineering, Electromechanical Engineering, Automation Engineering, Airport Engineering, or a related engineering discipline.
B. Work Experience
- Minimum 8 years’ experience in the maintenance, engineering, or lifecycle management of Airfield Ground Lighting (AGL), Instrument Landing Systems (ILS), airfield electrical infrastructure, or aviation visual navigation systems within an international airport or comparable safety-critical environment.
- Demonstrated specialist experience in the operation, maintenance, and fault diagnosis of AGL systems, Constant Current Regulators (CCRs), Airfield Lighting Control and Monitoring Systems (ALCMS), standby power systems, and electrical distribution networks.
- Hands-on experience supporting CAT II/III airfield lighting operations, including maintenance planning, system performance monitoring, and operational readiness during Low Visibility Procedures (LVP).
- Proven track record in coordinating photometric testing programs, electrical performance testing, system commissioning, and ATTECH flight inspection and calibration activities for AGL and ILS installations.
- Deep knowledge of ICAO Standards and Recommended Practices (SARPs - Annex 14, Doc 9157, Doc 8071) and applicable Vietnamese aviation regulations governing aerodrome electrical systems and visual navigation aids.
C. Certifications & Licenses
Required / Core Certifications:
- Airside Driving Permit (ADP) and Airside Radio Communications certification (or approved Airside Radio Protocols training).
- Safety & Compliance: Airside Safety Training and Safety Management System (SMS) training.
- Technical Training: Airfield Ground Lighting (AGL) Systems Maintenance certification, Instrument Landing System (ILS) / NAVAIDS Maintenance training, ALCMS training, CCR manufacturer or maintenance training, CAT II/III Airfield Lighting Systems training, and Photometric Testing & Performance Measurement training.
Desirable:
Electrical Safety certification, including High Voltage (HV) Switching Authorization or equivalent.
