JOB PURPOSE
Provide executive leadership and strategic governance over all technical, maintenance, and asset management operations at GBIA to ensure absolute safety, optimize infrastructure reliability, and guarantee seamless operational readiness.
KEY ACCOUNTABILITIES
A. Technical Strategy, Asset Governance & Infrastructure Performance
- Lead the Technical & Maintenance Division to establish and execute airport-wide engineering strategies aligned with strategic corporate objectives.
- Establish technical governance frameworks, engineering standards, and Enterprise Asset Management (EAM) processes to ensure infrastructure safety, reliability, and lifecycle sustainability.
- Define technical performance indicators (KPIs) and asset reliability targets to maximize operational availability across all airport infrastructure.
- Sponsor technical safety management, ensuring engineering risk management and compliance objectives are fully integrated into the Airport Safety Management System (SMS).
- Drive digital asset management, technological innovation, and inter-departmental collaboration to optimize overall airport performance.
B. Infrastructure Readiness, Contractor Governance & Technical Assurance
- Direct engineering activities supporting Operational Readiness and Airport Transfer (ORAT), infrastructure commissioning, and asset handover for Day One operations.
- Oversee the mobilization and governance of outsourced maintenance contracts, ensuring service providers achieve SLAs, statutory compliance, and operational readiness.
- Manage technical assurance programs for terminal systems, airfield infrastructure (AGL, ILS, NAVAIDs), pavements, and environmental assets.
- Ensure full compliance of engineering systems with ICAO Standards and Recommended Practices (SARPs) and Vietnamese aviation regulations to support airport certification.
- Represent the Airport Operator during regulatory audits, technical inspections, and engineering reviews to ensure prompt resolution of technical findings.
C. Executive Leadership, Technical Capability & Continuous Improvement
- Provide strategic leadership, coaching, and succession planning for technical leadership teams, fostering a safety-focused and high-performing culture.
- Manage divisional budgets, ensuring effective stewardship of technical resources, maintenance expenditures, and contracted services.
- Promote a proactive safety culture by embedding SMS principles and statutory compliance across all technical and engineering activities.
- Lead digital transformation initiatives and build strategic relationships with contractors, equipment manufacturers, utility providers, and regulators.
- Act on behalf of the Head of Airport during major technical incidents, infrastructure failures, or business continuity events requiring executive leadership.
JOB REQUIREMENTS
A. Qualifications
- Bachelor’s Degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Asset Management, or a related engineering discipline.
- Postgraduate qualification in Engineering Management, Asset Management, or Business Administration (MBA) is desirable.
- Professional Engineering registration or Chartered Status is desirable.
B. Work Experience
- Minimum 15 years’ progressive experience in engineering, airport infrastructure, or asset management, with at least 8 years leading multidisciplinary technical and maintenance organisations.
- Demonstrated expertise in establishing maintenance strategies, technical governance frameworks, Enterprise Asset Management (EAM), and managing outsourced service contracts.
- Deep knowledge of Vietnamese aviation engineering requirements, technical governance, infrastructure reliability, and lifecycle planning.
- Proven track record of engaging with aviation regulators, government authorities, and major infrastructure stakeholders; ORAT and airport mobilisation experience preferred.
C. Certifications & Licenses
- Completed training in ICAO Safety Management Systems (SMS).
- Professional Engineering registration or equivalent chartered status is desirable.
- ISO 55001 Asset Management certification or in-depth knowledge is desirable.
- Project Management qualification (e.g., PMP, PRINCE2, or equivalent) is desirable.
